Maybe I just suck at reading fighting game lexicon, but most of those changes aside from the health reduction sound like nice buffs. Now, I'd probably go Wesker/Nemesis/Capcom guy #3 if I ever get Ultimate, so I actually like this news, but... it doesn't make sense.
Also Jill got nerfed. I might not even buy this game, but CAPCOM WHAT

Maybe they changed that? Stuff like this makes me realize how little I know about MvC3, but it's still a fun game/community to follow. Mainly, I just want to see Wesker teams completely saturate everything.

Man Seth really needs to start showing what Jill can do to justify those nerfs, she's regarded as a bottom 10 charcter and considering all the stuff Clockwork found for Doom yet he can barley make of use Jill shows that she's need more than just "untapped potential".

They changed the way Wesker's sunglasses 'work' in Ultimate compared to Vanilla. They still get damaged from hits, but rather than get removed after his Level 1, now he puts on a new pair. So getting hit increases your speed and damage, but once you use a hyper it gets reset again.
The increased damage scaling after Rhino Charge is a pretty big nerf I guess. As good as Wesker might be, his damage is kinda weak. I'm guessing that combos after Rhino Charge are going to do basically nothing.

Actually the idea of being able to get a level 3 in off air-to-air attacks or at the end of a combo without needing to worry about having an assist to hold them after a gunshot sounds way bigger than anything else <_< Unless they meant his level 1 (Phantom Dance I think? the one everyone calls Maximum Wesker), which would make more sense than giving him an air version of Lost in Nightmares.
