The idea, I guess, was to make it so ganking was a tactical, risky decision, instead of something you did in your down time. They also wanted to increase aggression in lane, so this may be a way of doing it.
But they went way overboard. Junglers can't keep up with the rest of the team in terms of levels, ganks can't happen until they stop truly counting. Jungling itself is now totally mindless. It's not like right clicking creeps took skill, but you can grab cloth armor and solo blue buff with no leash with pretty much anybody. It's ruined.

He's good. I've just been on awful teams so I haven't really been able to judge his power properly. When you are a tank, tanking for a team with no damage, it makes for ultra sadness.

I really don't like what they did to Sivir. She isn't any more powerful than she was before in damaging champs. With Speed 2 Boots, I was sitting at 380 speed which still felt painfully slow. Hitting a champ doesn't do jack for you.
I think maxing W first is the way to go now. I tried two games going W first and Q first, and W at least seemed a bit more productive, but she has nowhere near the lane pushing power she had before. With the old Ricochet and On the Hunt, I could push a tower in less than 20 seconds. I can't push nearly that fast anymore.
I'm thinking build-wise, Attack Speed and Crit is the way to go. Maybe get a Brutalizer early, then get Zeal and Last Whisper. Still weighing whether Ionian Boots, Berserker Boots, or Swiftness Boots is best, but leaning towards staying with the Berserker Boots.
Did play a game with Manamune too... I had maxed that thing by about the 35 minute mark. I more or less was just spamming W whenever I was near enemies. Makes mana issues non-existent, and not bad on damage, but it slows down the early game a bit.
Crit is a terrible stat on Sivir Baku. She's still best if she stacks five 'Thirsters, optimally speaking.
Also W is obviously better, don't get AS (Zerkers plus OTH plus auto reset = you're The Flash when it comes to smacking things up), and seriously consider Rivenbuilding if you can. She's still a crazy farmer so it should be g2g.

It was either make the jungle give greater rewards or allow the role to go extinct, imo
Fact of the matter is, you can farm for days and barely keep up the pace with the freaking support. The rewards early game simply aren't worth it in the jungle.

Let me reverse the first thing I said. Didn't know Ricochet could crit when I did! So her best build is DEFINITELY bruisery with IE and Atma's I think.
Oh BTW, dunno how many of you noticed guys, but all spells that get full spellvamp now slow with Red Buff. Yes, this DOES include Urgot's Q for example.

guy keeps whining about me picking sion and going mid because he thinks we're going to lose with me sioning, and continually gets put in games with me because someone keeps queue dodging
finally end up playing the game, go 4/0/3 in the first 10 minutes, and then proceed to win a 4v5 after our leona disconnects and never comes back

I think I was mostly in shock with the change to Sivir. I am slowly getting better with her new style, and it's starting to scare the mids I face against. Q and W make for good harrassment at max range, and I have had to adjust my Masteries and starting items to get more accustomed to the new play style.
I still don't like her passive at all, but I really didn't care for her passive previously either, so no harm done. I haven't had a successful kiting session yet though to make me impressed by it. Boomerang Blade doesn't proc the effect, so you are stuck with Auto Attacks, which sadly still have too low a range to make it work. Chasing is obviously a lot easier though. I have started running with Swiftness boots to give me additional speed.
I just read an article in the Champion Feedback forum that the Sivir changes are supposedly a point in the direction that RIOT wants to focus more on champions fighting each other and less on the other aspects of the game, like lane pushing, backdooring, and minion farming.
They are making it less dangerous to engage by lowering creep damage, more lucrative to actually fight champions against each other, and hasten the process at which it happens, while simultaneously removing or hindering the defensive items, like the HP pot nerf.
So what does this have to do with Sivir? Apparently, the remake was two-fold to not only give her a little more bursty feel for AD ranged, but with the change to RIcochet, lower the speed of which she can push a lane, thus giving enemy champions time to retaliate to her instead of her being able to clear a full lane in a ridiculously short amount of time. The new Ricochet acts as a bit of a limiter on how quickly she can clear, both due to slower Ricochet uses, and mana intensity.
The nerfbuff to her Ultimate is to encourage her to team fight more so that her teammates gain more use out of her presence.
Pretty much my biggest thing about this game has been playing champions and doing kind of my own thing, which is why I loved the old Sivir. I could let my team do all the PvP stuff, and I would backdoor all the time. The new Sivir's backdooring speed is much, much lower than before. She is just as comparable to Ashe clearing waves now, and her creep score at end game is far lower than I used to have previously.
The article went on to say, it probably wont be long until the game moves away from Nexus, Inhibitors, and Turrets, and becomes first to 50 kills wins.
I think they changed it more so that Sivir: [A. didn't have autocrazyfarm and B. absurd teamfight damage] so that she could be good but not broken. The thing about old Sivir was that her bad passive and poor range made her abilities bad, but they probably found that Ricochet with the range increase became ridiculous. I mean there's other reasons related to what you said but you are reading way too deeply into things imo.
By the way, I learned last night that there's nothing more detrimental to your team than having no jungler when the enemy does.
I was playing support in my fifth ranked game last night, and of course, nobody wanted to take up the role of jungler. The enemy had Udyr. We had zero control over our buffs, they took dragon 100% of the time. Didn't help that my team was just really bad with team composition and prioritizing targets.
The next game I played Fiddlesticks because seriously, f*** supporting at that point. I took their blue, like, every time. Our Mordekaiser up top held it down, we got dragon every single time. My ganks blew since I had several people pinging me at once pre-6 and if I didn't at least come in to say hi they wouldn't shut the hell up.
Still, jungling is too f***ing important, even with the bad changes, to go in without one. Supports are important for good players, but... well...

Spoilers, I also play more than oe champion, and have pretty much outdone my team by miles on nine out of ten losses regularly.
But they're not as fun as Morde or Jax. Period. Hell, morde isn't all that bad, either - played him yesterday and in spite of having to contend with a superfed Nasus and a Zilean who took mid with me I still did fine. I'm just happy he'll finally be able to take top again and beat the **** out of a Garen or Renekton.
BTW, with the new jungle changes, Jungle Morde. Gonna do this like a boss in two weeks. 9/21/0 masteries, rockin' 25% CDR and massive amounts of badassery, can't get more metal than that.
