First thought here was Ice Cap. More or less the definitive snow level for me.
Mount Coronet was one of my favourite ever Pokemon dungeons. My second favourite though, after Ice Cap, is the Tibetan Foothills in Tomb Raider 2. Riding around on the snowmobile is great, great fun. In fact I'll just say all four Tibet levels are top-tier, like the rest of the game.

That aside, GREAT ICE LEVELS TIME!
A good one that hasn't been mentioned yet is Freezeflame Galaxy. Hailfire Peaks in outer space, with some Cool Cool Mountain in there? Hell yes.
I also have to vouch for Diamond Dust. Sonic 3D isn't exactly a classic, but it's not as bad as people make it out to be, and the music is godly, in the Genesis version anyway.
I haven't played for long, so I don't know how much of the region is actually snow covered, but the opening areas are nice and cold and damn good looking.
Also, Shadow Moses Island from MGS series, and Alpine Mountains from LittleBigPlanet PSP.
