Kingsley motha f***in Shacklebolt: best Minister of Magic ever (that's not hard to do when the others suck as much as they did but STILL)! Dungy's just a common thief and major shirker of all responsibilities. The only time he's interesting is when someone else is ragging on him whereas Kingsley is the (second?) most accomplished Auror (after Moody?) earning him some badass cred.

Perhaps the worst teacher at Hogwarts aside from Hagrid but her dynamic is interesting in that she was believed by so many to be a fraud, but was in fact the foreseer of the prophecy that shaped the Chosen One's destiny. I actually like Jimmy as he's the more mischievous of the Potter kids, but still... Epilogue Character vs. batty old lady professor that provides entertainment from time to time.

I'm so torn here. Bucky's species is awesome, but he himself only has about as much personality as Hedwig. I think the Weasley's runaway car has more personality than both (at least in the movie). Plus Bathilda had that awesome scene with Nagini animating her corpse. So... CREEPY... But I can't really credit her with that as she was dead at the time. Guess Bucky wins by default.

Ok, think, mc, think. I may not care about them, but what do I even know about these two characters? Oliver Wood: Captain of the Gryffindor Quidditch team. Keeper. Drives his team hard; they think he's crazy. There's a memorable comment someone makes about asking if Oliver Wood died, because Angelina seemed to be "channeling him". His shining moment is when McGonigal goes seeking "Wood" and Harry misinterprets what she means.... Dean Thomas, thinks he's muggle-born but actually isn't (his mother had a one-night stand with a Wizard). He's the boy with posters of a soccer team (West Ham, I believe) where Ron's all like "wtf, the people in this picture don't move". He dated Ginny for a while; Ginny making out with Dean actually got Harry jealous and wanting to kill Dean. Speaking of, he was on the Gryffindor Quidditch team briefly himself, which spurred cries of conflict of interest for Harry, picking too many kids from his year. Not to mention seriously upsetting Seamus, who was the Quidditch fanatic growing up. Oh, and he meets up with Griphook and that other guy and go camping together in book 7.
Ok, yeah, I've got about twice as much to say on Dean.

It feels like Dung has like...10 times as much screen time. That's probably an exaggeration, because I think Kingsley is in a lot of scenes where he just fades into the background as "another token Order of the Phoenix" member. But Dung and Tonks are the two people Harry meets through the Order who actually have significant amounts of characterization and manage to stand out from the group.

This woman has scary connections. Like...she knows Lilly Potter well enough to chat with her and tell her that Albus used to be friends with Gellert Grindelwald. Not to mention being related to Grinelwald, and as I recall the one person in whom the Dumbledore family had some friendship with despite being a quite secretive family. Buckbeak attacks Malfoy, and escapes being killed and...yeah, that's about it.

Oh, hah, somehow I completely forgot that Dean was in the Malfoy Manner dungeon scene. (Granted, he's alongside Luna, Olivander, and Griphook; lots of people would be forgettable next to those three).
Yeah, Dean seems like the correct vote on paper. But damn, is it just me, or does he manage to be unusually forgettable? Like...I think he might actually crack the top 10 screentime for Hogwarts students, and on-paper in somewhat exciting ways (fleeing/capture, dating, quidditch). But he fails to stand out to me, to the point that Seamus Finnigan might stand out more, which Finnigan really shouldn't give that he's little more than a racial stereotype (he's irish, and will fistfight you if you insult his mother!!!!)

(6)Oliver Wood I like Dean. And he does quite a bit -- he dates Ginny, he goes on the run with Ted Tonks and Dirk Cresswell. But he doesn't really stand out much. Of the five Gryffindor boys, he stands out the least. He's Seamus's best friend, but Seamus stands out a lot more. Wood on the other hand doesn't do a whole lot -- but stands out quite a bit. Big Quidditch fan. Plays Quidditch. If that were all he did, I'd give this to Dean though. But the fact that he comes back to fight in the battle of Hogwarts -- I really like that for some reason or another.
(3)Kingsley Shacklebolt The only wizard to win the approval of Vernon Dursley. Let's face it, that's got to give him a bunch of cool points off the bat. Kingsley is pretty awesome, and he goes on to become Minister of Magic after the series was over. Some of my favorite parts with him were during Potter Watch, where he tells people to look after Muggles too. He seems a lot more competent than the other ministers, though we did get three of the worst. And his Patronus is a ****ing Lynx.
(7)Sybill Patricia Trelawney The worst teacher at Hogwars period. She's a source of a lot of humor from McGonagall, and Dumbledore. You have to feel a little sorry for her when Umbridge fires her. Even if she is incompetent.
(2)Buckbeak We never actually get to meet Bathilda Bagshot. We know little to nothing of her personality -- except that Lily thought that she wasn't all there -- seventeen years before she tells Rita Skeeter everything. We do meet Witherwings at least, and though he doesn't do much -- he is a hippogriff. And Hippogriffs are pretty cool even if you aren't Hagrid.
Oliver vs Dean - Dean seems pretty unmemorable considering that he's one of the 5 Gryffindor guys in Harry's year. I mean there's Harry, then there's Ron, then there's Neville... and then there's Seamus and Dean, who just kind of pale in comparison. When i was casting my vote literally the only thing I could remember about Dean was that he dated Ginny and was upset when Harry got together with her. Wood on the other hand was only around at the beginning of the series, but his quidditch speeches were memorable, and so was the thing where McGonagall says "get Wood" where Harry thinks he's going to get paddled.
Kingsley vs Mundungus - Kingsley is badass, Mundungus is worthless and isn't even that entertaining.
Trelawney vs Epilogue - Trelawney is entertaining even if she's incompetent, and her backstory is cool too. The epilogue is neither cool nor entertaining.
Buckbeak vs Bathilda - Does the real Bathilda even ever appear on screen? She wrote some magic textbooks and was impersonated by Nagini. Buckbeak is the symbol of Harry and Hermione's secret, unspoken love, which they hide because they really want Molly as their mother in law.
