Well last I saw, the chief of NASA fundraising was outside a 711 rattling a cup with change in it. So I'd guess it will be a while.

You are aware that those moons take years to reach and are so far away that it'd be impossible to control a landing due to the half hour transmission lag?

A mission like that would have to be fully automated and I bet that's both hard and incredibly risky to pull off. NASA doesn't have the money to do risky stuff now I think.

If you want something similar that's happening a lot sooner, look up Lake Vostok.

I sure hope, in 2020 we'll probably have revived mammoths (no kidding there's a jap dude who plans to do it and he's really serious).

If we can revive species I sure hope we can send stuff on faraway planets and satellites.
