If something dumb like ACTA is actually enforced, the consequences will be dire and using VLC will be the least of your problems.

I don't want even to assume that actually getting enforced, but I imagine VLC would simply release a "legal" version without the DVD codec in question in that case and wouldn't cease to exist altogether.
