Remus Lupin is an amazing character in the books. I really can say that Lupin was way above par for Rowling's normal ability to flesh out people, only toppled by Snape, Harry, and Dumbledore in canon for a fully fleshed out character. However I don't vote based off of canon, I vote based off the realm of fanfiction. I think it is pretty criminal how underused and mishandled Lupin has been in fanfiction for a very long time now. The problem becomes a lot of writers don't know what to do with him, even in Alternate Universe stories, and so he never really has much of a chance to shine. He has his moments, without a doubt, but I don't ever think to myself "Man that Lupin really carried the show."
Draco, meanwhile, can do just that. He can carry whole arcs as a villain. A Draco who breaks away from canon and is devious and cruel can really add to a story. There was this one where he kidnaps Ginny while Harry is busy dealing with another threat and he rapes her, oh man the level of amazing that happened when Harry literally threw his head into acid and had his face burned off was amazing. Spoilers: Harry Potter is the man. Anyway Draco 's villainy can really reach amazing heights but he also makes for a presentable good character as well, especially in AUs where he and Harry reach an accord much earlier in their lives. He can be downright charming and present a change of pace from the Harrys who are mad geniuses, and I've seen this archetype a lot lately.
Lupin is a great man and character, but Draco Malfoy carries the day as a fanfiction character when I ignore every Harry/Draco story ever. It's just fairer that way.
