Yes, Vita can play downloaded PSP games.
As it lacks a UMD drive, it clearly cannot play UMD games. -- SuperNiceDog may be the Guru Champion... But SuperBowlGiants are the NFL Champions! ... Copied to Clipboard!

It can play all the PSP games on PSN, but none of the physical UMDs (but most good games are on PSN.)
