He made one extra spin, and had to run around Bowser to get his tail initially, so that should shave 2 or 3 seconds off. A pefect Bowser would be 45 or 46 seconds.... He'd have to enter Final Bowser with like 30 seconds on the WR for me to even think about calling it.
