Like "I'm transferring the license for this forever to my buddy so he can have it now." There's a couple games I've downloaded on Xbox that I did not personally enjoy but I bet I can find people who would.

You can transfer the console license to a different console, but I *THINK* you have to do that for ALL your content to the SAME console, you can't just pick and choose this game to this console, that game to that console, and keep the rest on your console. It stays tied to your account too. It's really just intended for transferring things over if you have to replace your Xbox, not for giving it to a different person.
