I bet that Sony made them offer exclusive characters for the Vita version but they were allowed to be released as DLC later. Considering all of the Sony exclusives, I wouldn't be surprised if this were the case. Capcom makes the 12 extra characters for Vita but can't release them on consoles because they're supposed to be exclusive so they put them on the disk (so that everyone can still play together regardless of whether or not you have the DLC) to release later.

The Star Wars characters were console exclusive, Yoda on 360 and Vader on PS3. Then way later, they released Yoda as DLC on the PS3 and Vader on the 360. I'm not sure if either was on-disc, but that's still pretty nickel-and-dimey. The only thing is that it ended up being inconsequential since no one in the fighting game community was allowing the Star Wars characters anyway, and I'm not even sure that changed after they were released as DLC.

If Capcom were smart, they'd release these guys really soon, then start working on another batch of DLC characters and release them in the fall and possibly put them in a pack deal where you can get them a bit cheaper.
