I have never seen a show that made me care deeply about more characters. David Simon is a very good story teller, but he is the best in the world in developing three-dimensional characters that you may love, hate, or be indifferent to; but no matter what, you care about what happens to them.

it tackles some very real and important issues in modern America in a fleshed out and uncompromising manner with wholly realized characters each with their own gripping storylines woven together in a tightly plotted narrative exposing the harsh realities of the urban world and its moral decay brought on by the uncaring institutions that control it
Any quality you can think of that makes a good television drama- character depth and likability, compelling plot lines, meaningful symbolism and foreshadowing, great direction, believable twists and turns, fair but incisive commentary on modern issues- is basically done to perfection in The Wire.
I may prefer some other shows personally (Breaking Bad, LOST depending on my mood), but I'd have a hard time denying The Wire as the objective best in TV history.

Just finished season 4. This is pretty much one of, if not, the best shows I've ever watched. baubeta is spot on about caring about the characters. Everything is so connected and important.
