Clerks II was good because it was really barely even a Clerks sequel, at least in spirit. It used some of the same characters, but Kevin Smith made a vastly different movie both in plot and style. And TMNT 2 had tons of source material to work off of, so its no surprise that was good. And that counts as an action movie before a comedy, anyways.
