I wanted to make it as quantifiable as possible (I don't know about anyone else, but it's harder for me to envision a "15% intelligence boost" than a simple increase in IQ).

I guess you don't know how the IQ scale works! As far as I understand, a 15 point increase is not the same percentage jump between 100 and 115 as it is between 150 and 165.
I dunno man, you go from average to slightly above average or really smart to genius!
1, sleep. The intelligence would get me nowhere intellectually compared to sleep. Hell, the intellectual bonus would probably be inconsequential without sleep to allow me to actually access it. And muscle gain would be useless, as well as the fat loss being exceedingly marginal.
I might consider the fitness ones if they were collapsed... I just see myself working out x amount to keep myself trim/cut and getting more muscle than I want or vice versa, so I'm only netting like 12% there. The intelligence bonus is kinda minor too unless you're dumb.

Let's see: I'm more than comfortable with my slightly-above-average intelligence, I have no noticeable fat, and like Xuxon said, 25% of 0 is still 0 so I wouldn't gain any muscle-building capacity.
On the other hand, it's been ages since I had anything resembling a healthy sleep schedule (my doctors keep telling me to quit staying up, but then how would I be able to vote in the Save My Character contests, huh?), so... GOD YES I CHOOSE SLEEP EFFICIENCY!
Hm. Muscle gain, If it would help things like the heart and stuff. I rarely do physical activity unless I am unloading a truck at work and whatnot. being able to build a little bit more muscle during those times might be overall a greater benefit to my health.
As for sleep... 5 hours would push me to the 7.5 hour minimum required for optimum performance, but 6 hours would boost me to 9, and anywhere after 9 is supposed to be "too much" sleep and have almost a negative effect. I would end up sleeping 6 or 6.5 hours and feeling like a sloth the next day. I guess I COULD just not sleep for that long, but who knows!
and the sleep thing wouldn't help in the end because I would just end up staying awake more and actually getting less sleep. Like if I average 5 hours now, I would probably only average 3.33 with the buff.
I could understand a case for any of those. Notice that it isn't "you have 25% more muscle," it's you build muscle 25% more easily. The reason men are stronger than women is because testosterone facilitates muscle growth. I dunno how much of an improvement 25% is, but if we simply think of it as the capability to develop more readily, that might make it more enticing to actually spend time at the gym.
Fat burning isn't actually all that bad since the implication there is that you have a higher metabolism. Metabolism = more energy. Often a lack of energy is what people struggle with, regardless of the amount of sleep they get.
Intelligence, well, the problem for me with that is that there are different kinds of intelligence. Like, a highly skilled athlete has brain tools that another person of their stature does not, which is the real reason why someone (that isn't a giant) is so much better than another at basketball. It was also never clarified if we're talking about starting a new game+, or if we just leveled up and get to pick a new perk.

Of the second options, I'd take 8 easily. But I still think I'd take 1 over that.
