Yeah, it's not like the physical composition of your screen changes just because it has a 720p signal coming in, so technically it is still displaying 1080p content.

Consider the case of a computer monitor. Your native screen resolution may be something like 1920x1080. But, if you choose, you can run your display at a lower resolution, like 1360x768. Now imagine someone asks you what resolution your computer is at. Your screen still has 1080 pixels from top to bottom, but you would never say that your current resolution is 1920x1080, because it's not. You're running your display at 1360x768 from the source hardware, and so that's what you would respond.

Similarly the resolution of your consoles is only as good as the weakest link. If you have an HDTV and any modern-day console but you connect them with the old composite cables, you're not running in HD, despite having two HD-capable systems. So, if your games are rendering at 720p, there's no way they can be displayed at true 1080p, just a scaled-up version of the 720.

The source resolution is 720p. The display resolution is 1080p, no matter what the source (given that the image is stretched to fit the screen, of course).

So we're assuming the poll is talking about the display resolution, since very few games run in 1080p, so it would be dumb to have that option. Of course, this is a gamefaqs poll, so it's entirely possible that there are many dumb options, so I guess either interpretation would be fine.

There are 2 times as many pixels in 1080p than 720p. This means at LEAST twice as much graphical computation per frame, depending on how much the computations scale with the number of pixels.
