I'm taking an inter-ethnic relations class as a bull**** capstone class. Recently we've been discussing the downfalls of the Pan-Asian movement.
Basically, prior to the 1960s, there was not really a concept of "asians". Then leaders from various ethnic groups started banding together to appear unified. However, the biggest downfall in the movement was the fact that Asian doesn't really mean every type of Asian. It just means Japanese and Chinese. Ethnicities from other places such as Cambodia, Thailand, Vietnam and elsewhere don't have a collective voice within the "Asian" community.
This poll proves this. When specifying what Asian fast food, it feels the need to point out that it really means Japanese, Chinese and Korean

Well maybe if those other countries want to be part of the cool kids club they should try a little harder to have a billion people or dominate the world electronics market.
What about India? They're technically "Asian", but they're not included either, yet they meet both your criteria. They have over 1 billion people and their students tend to emphasis various engineering fields. They share similar cuisine to a degree with other Asian cultures as well.
And yet they tend not to be discussed when people discuss Asians either.

Why would Indians want to be associated with "Asians"? They are popular enough on their own.
