Due to its nature it usually appears in animation. Basically, it's when a character in a work has some sort of unusual physical characteristic, but the other in-universe characters are seemingly oblivious to it. The first example that always comes to mind is how the characters in the Muppets/Pokemon universes are seemingly oblivious to the fact that Janice/Brock always seem to have closed eyes. Thanks!

TVTrope's userbase also has plenty of weird creepy types of people that obsess over panty shots in children's cartoons and love to talk about incest.
