But he's right. It's silly to have expected this game to work 100% flawlessly on Day 1, with no bugs or server problems or anything. That is insane.

Does their reason for returning the game matter? I don't have a clue what the applicable Korean laws are but if Blizzard is legally responsible for honouring refunds and they aren't, they should be getting in trouble.
