There's a thread on the Broadcast TV board about it, and I think it's an interesting question. This was a really weird year for sitcoms - there were a lot of unpleasant surprises, but quite a few out-of-left-field treats to balance things out.
To me, the two clear winners of the season were Archer and Don't Trust the B---- in Apartment 23. Archer being phenomenal is no surprise at all, but Apartment 23 definitely blew away my expectations. There's no doubt in my mind that it's one of the most surreal shows ever aired on Broadcast TV - it has a lot more in common with the Marx Bros' "Animal Crackers" than anything ABC's ever aired. (Which is a very good thing.) It's not just bizarre for the sake of being bizarre, either, as the performances and writing are razor-sharp.
Honorable mentions go to Unsupervised on FX, and Modern Family on ABC. Though Modern Family had a lot of rough episodes in the first half of the season, it really got its act together in the second half, and delivered classic after classic. Also, I haven't seen P&R Season 4 yet, but I'm really hoping to soon.

I discovered Happy Endings in the past year, and it was a fantastic surprise. I'd seen some commercials, but it didn't look like anything special. I was genuinely shocked by how clever and funny it was, and it's probably one of favorite currently airing comedies at the moment.

I still need to watch Workaholics. And get started on Community S2, for that matter! I've heard Community S3 is the worst by a country mile, though.

I really want to like Happy Endings, because it has Damon Wayans Jr. and Elisha Cuthbert. But man, I just think it's so freaking awful. >_>

This is really up to each person. It's not really generally considered the worst by any majority. I'd say that there is no general consensus on the worst season.

Workaholics didn't start off strong imo but the 2nd half of season 1 picked up and season 2 was amazing. Season 3 hasn't been as good as season 2 so far but has still been good
