The Governor (The Walking Dead) - is a primary antagonist in the comic series and one of the primary protagonists in the novel The Walking Dead: Rise of the Governor. He is the brother of Philip Blake, and uncle of Penny Blake. While the comic refers to The Governor as Philip, the novel reveals that Brian Blake is, in fact, The Governor. Brian takes his brother's name after Philip dies.
Kanoe (X) – Kanoe, Princess Hinoto's younger sister, supports the Dragons of Earth mainly to spite her (although, in the motion picture and the manga, it seems that her motivations are more out of love for Hinoto, wishing to free her from her limitations as a dreamseer). She can enter and leave dreams like Hinoto and Kakyō, but cannot see the future unaided. She works as a secretary in the Tokyo Metropolitan Government Building for the governor of Tokyo. She is in a sexual relationship with Yūto, but sometimes she also flirts with Satsuki and (briefly) Fūma.
Killer Croc (DC Comics) - is a former crocodile wrestler turned into a criminal deformed by a birth defect. He has low intelligence but great strength, as well as crocodilian abilities, such as a keen sense of smell and the ability to hold his breath underwater for long periods of time.

Nephrite (Sailor Moon) - Nephrite's plan was to manipulate people to reach the time in their lives when they would attain their peak output of energy, and then steal their energy from them. He did this by using astrology to learn who in the area would soon be reaching this point. He then would disguise himself as the billionaire entrepreneur Masato Sanjouin, so he could meet up with them and insert a Youma into an item of importance to them (e.g. a tennis player's racket, a photographer's camera, etc.), ready to collect their energy when they reach their peak. When the victim used this item, they developed an obsession with it and devoted more and more energy towards using this item.
Skeletor (He-Man and the Masters of the Universe) He is the archenemy of He-Man.[2] Depicted as a muscular blue humanoid with a purple hood over his yellowing bare-bone skull, Skeletor seeks to conquer Castle Grayskull so he can learn its ancient secrets, which would make him unstoppable and enable him to conquer and rule all of Eternia
Todd Manning (One Life to Live) - Todd is initially designed to be a ruthless, cunning and one-dimensional villain, with significant trouble with the law. This began to change when the popularity of his 1993 gang rape of Marty Saybrooke, noted as one of soap opera's classic, "most remembered and impactful" storylines, compelled the writers to evolve Todd into a complex character, often selfish and acting the villain but also compassionate and devoted to protecting his loved ones. The writers first added these aspects in 1994, while revealing Todd as the son of Victor Lord, the brother of Tina Lord, and half-brother of original One Life to Live heroine Victoria Lord.

His former good luck charm, a "two-headed" silver dollar, was damaged on one side during the attack that ruined half his face, and Dent has seized on it as a reflection of his half-scarred visage. He flips it to decide the fates of his victims. Despite Batman's efforts to reform his former ally, Dent is consumed by his fixation on chance and his crimes are designed to prove out his diametric philosophy.
