I actually paint my wife's nails myself because I enjoy doing it and she likes me to do it too. I've bought many colors over the years and we've made outings to the store to pick out colors we like.

With women you barely know? No.

Although complimenting the color is generally acceptable.
Like "wow your nails look nice, I like the color ".
You know, generic male commentary...not too descriptive, just saying enough that you noticed.
Like men, women typically like when something positive about them gets noticed.
Especially women over 30, who often get a lot of their beauty efforts ignored by most men.

Saying something like "omg your nails look beautiful, they go with your outfit really well and bring out your eyes blahblahblah " is just awkward from a straight guy due to gender norms between men and women. Like it or not, those are generally the rules you still have to play by if you don't want to come across as strange to the woman.

The recommended degree varies depending on what scenario you're in (talking to classmate, coworker, girl next door, etc), but when you're not dating a woman and you just want to compliment her so she knows you're there: LESS IS MORE.

Don't gush when you compliment her, that's creepy.
Don't compliment her every day, that's excessive.
She's not your girlfriend (yet)...and believe it or not, she realizes that too.
She reflects on it whenever you go overboard with the Romeo stuff, it's a defense mechanism because stalkers are in the world.
Think about that before you start telling the cute coworker you barely know the dozen ways her eyes sparkle like gems...
Pouring it on too thick man, too fast.

And above all learn to accept that sometimes no matter how smooth you are, the girl just might not be into you. Ever. Take the hint. Don't get pissed when all you get is hints either, women are notorious for only giving hints (it's that defense mechanism again). You have to learn to roll with it if you're just an average guy. And it makes it easier on you to find someone else when a girl suddenly cuts contact and you're not raging over it.
