he claims to hate government, yet works for the government, gets upset when he gets passed over for promotions, and is often times proud when his department does something.

he doesn't hate government, he loves it.

hell, he even went to leslie to get a job working for the national parks department people, instead of just the city parks department.

Have you even watched the show? He makes it clear that he only works for the government so that he can destroy it from the outside. If he gets upset over missing promotions it's only because he missed an opportunity to further his plans in bringing about the government's destruction. And if he shows pride in his department it's because he's proud of his coworkers.

He does hate government, he just loves the people he works with.

He wanted to get that job because he missed his coworkers.

he literally does everything he can to help everyone in the department, and he does almost eveything he can to help further the departments goals.

he's always proud with what the department gets accomplished, as well.

and when leslie accidentally blew him off, he went and started his own very, very successful company, proving that he absolutely did not need to work for the city.

he did absolutely nothing towards what he claimed to want to do, and did everything to help the city through his government position.

he literally took it into his own hands to drive a garbage truck to pick up garbage, and filled in potholes with his own two hands because he was completely disappointed in how the city was taking so long to do it.

that doesn't sound like something someone who wanted to dismantle the government would do.

It's not so much he did those things because he wanted to make the city better as much as he has pride in getting things done the right way and sometimes that goes above simple labels like "government" or "hunting season".

hell, he got pissed at leslie for drunkenly yelling at Ben back when ben first showed up to slash the budgets, because he didn't want his departments budget to be cut.

why would he care if he was only there to fuck shit up?

He's complacent in his government job because he believes in private industry and doesn't like how bureaucracy bogs down getting things done. He also doesn't believe people should suffer because of bureaucracy. He uses his position to reduce the government role in the industries he would prefer privatized.

He also has pride in his department because they help people, which he's all for that. He's also a "teach a man to fish" kind of guy.
