Speaking as someone from the Northeast, a hell of a lot of people here absolutely have an accent. Even the type of speech most Americans think of as having NO accent (aka "standard" American) is actually a Midwest accent. My only big stand out is pronunciation of my back vowels. Mainly O and U. I might slightly drop my Rs but it's very light.
