ARIN is the regional internet registry for the United States, Canada, and many Caribbean and North Atlantic Islands. They control the assignment of public IPv4 and IPv6 addresses as well as public BGP autonomous system numbers within the region. There are five regional internet registries total for different regions across the globe: ARIN, LACNIC, AFRINIC, RIPE NCC, and APNIC. Each organization controls IP address assignment and BGP ASN assignment for their particular regions. The regional internet registries (RIRs) will assign IP address blocks to internet service providers (ISPs), and ISPs will segment those IP address blocks further and assign IP addresses to their own network devices as well as network devices owned by their customers if requested.

BGP is a dynamic routing protocol that allows different entities to move internet traffic to and from their destinations by routing the traffic between network devices owned by different companies. Each entity has one or more autonomous system numbers (ASNs) assigned to them by ARIN. BGP uses "autonomous system number path" as one of its metrics to decide the best route to send traffic to its destination.

See? I wanted to send this big ol' explanation, but this guy is just like "Nah, I don't need it any more" and he left for the day after I had it mostly typed up, lol.
