I don't think that makes sense. If someone doesn't understand how the system works, i.e. that the adjustments these filters make are not something that is programmed by human hands, the obvious conclusion would be that skin lightening is an intentional part of the filter.

Not to mention skin-lightening is a thing some people in other countries do irl, for the express purpose of fitting into western beauty ideals, so it's not as if there is no precedent for that sort of thing

I'm not sure why that would astound you. People naturally assume that a human being programmed these filters, and if the "Hot" filter is consistently lightening dark skin then obviously they would see it as something intentional. Whether or not those intentions are racist is something else entirely. Looking at the tweets in that article it didn't seem as though any of those people were being super serious tbqh
