Will-O-Wisp is a status move that causes burn. Also the things that want to be tankier against physical attackers will run either Will-O-Wisp or Scald as they are the most reliable ways to burn foes. Most fire type moves only provide a 10% chance to burn and are most useful for damage than burn chance.

The only real exception is Lava Plume which is a 30% chance to burn like Scald, but it's very limited in the pokemon that can learn and not many perfer taking a move that does less damage for higher burn chance.

Toxic is only good when turns are being stalled and won't help a sweeper much who will likely kill the target before toxic does any meaningful damage. Burn not only makes pokemon who can tank hits better against physical attackers, it also helps switch in a sweeper against a burned physical attacker. Burn is just very useful no matter what you are running. Toxic requires a team that can take advantage of it.

Burn's damage halving persists through switching out. WoW and Scald are the most common ways to induce burn, and they are learned mostly by ghost/fire and water types, respectively. Both have the goal of beating the opponent by outstalling them and healing off chip damage they deal to you. You're not gonna Scald a Golem, you're gonna Scald a Gyarados, do very little damage to it, and watch as it becomes useless and needs three turns of set up to do anything.

And fire pokemon lure pokemon that are predominantly physical attackers. You said it yourself, Rock, Ground, Dragon, and anything that learns Earthquake or Stone Edge. That's a pretty wide pool.

Burn is a great status my friend, it's not debatable.


Also:
Burn's half attack is applied before modifiers. So a +2 attack Gyarados is effectively at normal attack instead of double. Whereas a -2 attack Gyarados is at 1/4th it's attack instead of 1/2.

Healthy people don't have rare viruses like that because we created a vaccine to deal with it to make it rare instead of somewhat common. Measles, mumps, and rubella are obligately human diseases with no known external reservoir or vector if I recall correctly.

Non-vaccinated portions of the population will be able to become infected from carriers, and eventually with a high enough vaccination rate the viruses perish because they either degrade in the environment or hit our immune systems and get destroyed before an infection can take place.

Quarantines stop the spread of viruses. Vaccinations help stop the rate of infection. They are not the same thing. You can still have transmission of the virus in a mobile public who are mollified into a false sense of security with vaccinations; if people with viruses are isolated until they run their course then the odds of the virus continuing to persist n the wild drops to near zero transmission rates.

Vaccinations are not the problem; people turning them into stupid political issues is the problem. It's so fashionable to argue over silly stuff that people are forget basic questions like where the the initial vector for infection originate from. Vaccinations will not matter if the vector gets lost because you won't be able to treat the mutation. It's the whole point of several movies like 12 Monkeys. The odds of vaccinations/over prescription of antibiotics causing a killer drug resistant strand of virus grow daily. The odds of totally stopping an outbreak and actually irradiating a virus by simply isolating the host vector are, on the other hand, really good. Why policy has shifted from this recently is mind boggling.
