Toxic is only good when turns are being stalled and won't help a sweeper much who will likely kill the target before toxic does any meaningful damage. Burn not only makes pokemon who can tank hits better against physical attackers, it also helps switch in a sweeper against a burned physical attacker. And fire pokemon lure pokemon that are predominantly physical attackers. You said it yourself, Rock, Ground, Dragon, and anything that learns Earthquake or Stone Edge. That's a pretty wide pool. Burn is a great status my friend, it's not debatable. Also: Burn's half attack is applied before modifiers. So a +2 attack Gyarados is effectively at normal attack instead of double.
