The cop was like you know it's illegal to be homeless in public, and the guy was like I didn't know that was a crime now. Sometimes it's safer to deal with people like that in the streets than it is dealing with the cliques in jail. My nephew was in the jail for 3 months he spent his days reading books he said they keep the violet prisoners in set blocks so lesser offenders are not hurt as often.
