So you know the three things he can't do right?
1. Can't kill anyone. Okay 2. Can't make anyone fall in love. Okay 3. Can't bring someone back from the dead. ...Except, Genie implies that he technically can. It's just "not a pretty picture". So could someone actively force him to do so if they wished it, or could he defy what his current master asked of him if they asked for #3? The first two he probably literally can't do (otherwise why wouldn't Jaffar just kill Aladdin/force Jasmine to love him?) Maybe that was explained a bit more in Arabian Nights? Maybe a hapless genie accidentally caused a zombie outbreak some time in the past, so whatever mystical force created the genies (or a person with a very carefully worded wish) changed the rules to prevent it happening again.
That would mean that Genie could have personally witnessed the results, but also be unable to grant such a wish now. --- The shattered stage is set and there's a role you must fulfil ... Copied to Clipboard!

It's probably whoever bound Genie into the lamp (perhaps Suleiman/Solomon, or maybe even Allah himself) that set those rules, mostly because bringing the dead back to life isn't exactly a pretty picture.
