So Claire Redfield used her Protestor Power ability, which means that nobody -- not you, not your opponent -- can pay down mercs today.

BUT you can still use Kerrigan and Dr. Wily's Peacetime abilities, if you want. That does not count as a paydown and will not cost you any gold. You're also allowed to roster zergling-kun, roach, and/or a robot master in Low tier, because they are all Low tier mercs.

If you want to use Peacetime abilities, then you can do so right now, in this topic (the Peacetime topic, where Peacetime abilities are used).

We have new rulings. Diablo's game of origin has been clarified, the errata'd mercs have had their fixes posted in the rulings compilation for posterity, we have clarified how Kain's randomized rosters are rolled, and posted a very relevant ruling for Boko/Eaed's match now that revealing it can no longer influence the peacetime ability phase. The terrains list has also been updated to provide starting positions for Lara Croft's terrain.
