Yes it's illegal but secretly most everyone does that so the government is focused on finding the distributors and not the downloaders

Probably depends on where you live. In the U.S., the law is currently worded in a way that prevents people being brought up on charges for viewing copyrighted material in a fleeting manner. IIRC, I think (not 100% sure though) this has been upheld in U.S. court over streaming movies and such.
Copyright laws are way behind current technology. It may not be illegal now, due to how it's worded, but it likely will be in the future. I'd expect a big push from movie and tv studios in the future, to have the courts hold an individual accountable for seeking out copyrighted content. I know in the UK, a man was recently brought up on charges for selling Amazon Fire Sticks loaded with Kodi and various add-ons that allowed viewing of copyrighted material. He's the first vendor to be charged, and it'll be interesting to see how the courts rule as that may have a big impact on the years to come. --- The first principle is that you must not fool yourself --- and you are the easiest person to fool. ... You streamed it so in this case a law was broken because you downloaded it when you watched it. It's purely the moment the data transfers. If someone else did it and you watched it, that's fine. I'm pretty sure that's how it works anyway.

In Europe and the USA at least it is currently NOT illegal to watch streams of what would be deemed illegal or copyright infringing content, though in the USA that will probably change soon.
