Basically if it is not approved by them, they can slow your internet to a crawl unless you pay for the full service.....

Are they planning on deprioritizing VPN and Proxy traffic? If not then that's an easy workaround. Sucks that we have to do it, but it is what it is. If there's a VPN tier I'm not sure why you'd ever buy any other of those tiers. I guess they could make it business only and offer it as a $2000/month business license to prioritize VPN traffic just to prevent individual customers from doing just that. That would be awful.

That's probably not how it's going to work, though. For specific sites, they're more likely to shake down the website than the consumer. The basis of the previous argument iirc was that sites like Hulu would be given priority treatment because they would pay kickbacks where other lesser-known sites would be deliberately throttled. Even if they were going to try to charge the consumer directly, other providers would simply appear and undercut them.

Images like the one you provided are just scare tactics, propaganda to overstate the case so as to fearmonger. While prioritization isn't great for free speech, it hypothetically *could* benefit consumers of certain popular services even if others would be harmed.
