I almost put the Gotei 13, but that wouldn't have fit with the other groups, and the actual membership in there changed around a lot. They actually felt as though they could decimate the good guys easily if it would benefit them to do so. The other groups never seemed as menacing or dangerous imo. They all had the potential, but I feel only the homunculi lived up to it decently. --- What did the pirate say on his 80th birthday?
