Persona 4 feels more inspired by JoJo's Bizarre Adventure Part 4 than Twin Peaks really.

Deadly Premonition will forever be the best in capturing the feel, but Alan Wake is really good too.

Deadly Premonition surge?

Anyway Persona 4 is pretty damn Twin Peaks like. From the mysterious other plane of existence with lovely velvet curtains to the small town murder or a high school girl and even the solution to the mystery, kind of.

Life is Strange is "let's take the worst Twin Peaks plotline still involving investigation and make it the main premise", so it's automatically the worst for this purpose. (And I still like Life is Strange well enough.)

Pretty clearly either Alan Wake or Deadly Premonition IMO. Went with Alan Wake because its supernatural element feels a bit more fitting.

I don't think a better Twin Peaks game than Deadly Prem could be made in all honesty, from the quirky basically broken driving, to the 80's pastel shit graphics to the clunky creepy otherworldly combat... and of course it's music, storyline and characters.

Change it anyway and I'd bet money it'd fall to shit as an experience. Complete fluke.
