Rather than make a fake setting to represent each of the 8 different locations, they actually shot the scenes in those places. That itself makes it one of the most expensive show Netflix has to fund and in order to keep funding a show like that, it needs to get certain rating/views (Netflix has yet to show us how they track it though).
