The randomly generated ones that just walk around on the street
Having real fun with the watch dog 2 ones atm Pissing them off with emotes and starting fights is p cool. None of them. They are all horrible. Anyone who says otherwise is just trying to make a point about how much they hate a different open world game.

If you think the GTA peds suck you won't have luck finding better really. The mechanics you are looking for are unique to watch dogs i'm pretty sure.
