Random guess as a programmer, it can be tough to accurately judge the exact progress of loading -- a lot of loading bars are just lying basically. A spinning circle is the simplest way to show you that something is happening without making any promises about how far along it is, and it looks more modern anyways.

I haven't encountered that without the program popping up as "Program Not Responding" in a very long time

They could put a timer that records an average, and display that over all loading screens. So you have an idea of whether or not you can make it to the bathroom or kitchen and back in time.

This happening is actually what made me post this. I was playing Witcher 3 when it started a loading screen. The circle kept ouroborosing. 5 minutes of loading later I was like "this shit would never happen if loading bars were still a thing"
