Dont announce them before release. So buyers will have thought they got a complete game.

Make the dlc announcement a week or two after the launch.

Titanfall 2. All meaningful DLC which affect gameplay are free. Cosmetics are cheap and have no loot box system tied to them.

Never on disc.

Paid cosmetics early and often.

Offer some free DLC and some paid DLC routinely.

And if there is actually a season pass, have it actually cover everything.

Don't have best gear unavailable without paying in the base game.

New content, and not just hats. Missions, characters, equipment. And don't charge $10 for a 30 minutes DLC.. it has to add more than that to the value of the game.
Borderlands did most of their DLC right, especially Tiny Tina's DLC, but the rest (except the arena type ones) added many hours of gaming for a decent price.
I heard Witcher 3 also added plenty of value to their DLC.

God, so much this. Don't have the pass cover a handful of DLC and have the player pay for the other ones. Most games do it right but there's a few I've seen that don't include everything.

DLC that offers content will take place before or after the game's vanilla story with enough time in between so it feels like it isn't cut content.

Micro-transactions are cosmetic only.

Things that are like DLC weapons/armors/spells/companions/etc are free.

DLC is never more than 20 dollars for a single expansion.

The season pass will allow you to get all the DLC that is currently out, and what will be released for the game.

Honestly

If a team intends to include gameplay but cannot because of restrictions, the finished product should be free. Especially if it's one of those 20 hour games (or some kind of shooting game).

If you get several hours of fun stuff, well after the game has been released, price it by the time added to the game.

Marvel Ultimate Alliance 1 did it right. Game was popular as hell, so over half a year later they added a bunch of DLC characters.
Marvel Ultimate Alliance 2 did it wrong. Tons of DLC characters announced before release, even had a preorder character. Like a month after the first batch of DLC characters come out, licensing changes get all content pulled from the digital stores, quickly showing how badly making so much of a game available only through patches and DLC can be.

Multiplayer map DLC should always be free so you don't have to go into special playlists just to play on DLC maps. If it takes microtransactions to fund that, so be it.

Although Gears 4 is an example of doing this wrong by locking new cosmetic content behind limited-time lootboxes, never to be seen again.

I've come up with a system that addresses all the most common complaints you hear with DLC:

1. Never put it on disc. Doesn't matter when or how you make it. People would rather wait for it to download.
2. Never announce it before release. It doesn't matter if you begin working on it or even finish it completely before release. Hang onto it and then release it later. People would rather wait for it to be released.
3. Never actually make it affect gameplay. Side stories are ok, but new weapons are not. People would rather pay for new color palettes.

And thst about covers it.

only thing I'd change is getting rid of on disc stuff locked behind a paywall. If you had the time to put it on disc, then release it on disc content. Paying to have it unlocked is a gyp.

This. Ignorance is bliss, and if people don't realize they're getting DLC that was finished when the game launched, they'll be happy. So just hold on to the DLC, make people wait a few weeks, announce it, make them wait a few months, then release it, and people will be happy thinking they're getting new content.
