It's not stripped down, though. It offers less than the Wii U version, but it still has a lot more content than you think it does.

You can play levels made on the Wii-U version and it has a number of exclusive built in levels.

IMO the amount of built in exclusive levels matches what you'd expect in a 2D mario but it's still a gimped version of the game.

Nah, it's a travesty.

Can't share your levels except via StreetPass.
Can't search for levels online.
Can't even browse levels online, so you're stuck with whatever the game gives you.
Some parts from the Wii U version are missing (such as the Mystery Mushroom).

There's no reason to get the 3DS one if you already have the Wii U version. Hopefully the game is ported to Switch so that it has a proper handheld version,

They got rid of all of this because they wanted the player to have a different experience from the Wii U version of the game. The things that you mentioned don't detract from what the 3DS version of Mario Maker really is. Try again.

The whole point of Mario Maker is creating, sharing, and discovering. It's more like saying "Zelda without adventuring isn't worth it." Even the most avid lovers of the original game I talk to mostly say to avoid the 3DS game, which is unfortunate because I'm not about to buy a Wii U just to play the game as it was meant to be
