Well, I was thinking Fox would only redirect the part that hits his vehicle (being put in a wheelchair). Fox's ability says "the ability is still considered used by the original enemy mercenary," which is Cloud. Cloud assigns a random post-rosters enemy to push.

But anyway it hits two targets so it's kinda moot.

pretty much. It redirects as if Fox was picking targets so 'enemy' because 'his enemy' I think, even though it requires the original user to be there for the purposes of actually resolving. And yeah, I feel like it counts as single target. One merc is targeted even if multiples are affected. It's wacky but makes sense.

Basically Kanzaris regime's interp on how many targets an ability has is very very heavily based on the wording of the ability. For instance, .... says

Every five weeks, a preselected enemy mercenary will be confined to a wheelchair and braindead for the first minute of battle.

At that point, it's determined one target. The other target is just resolving a residual effect based on the initial ability use resolving. Which has some merit, to be fair. For instance it makes things like say ability immunity less stupid with abilities like this. Like if you hit an ability immune merc with "..." you could have a second merc pushing an empty wheelchair around if it was ruled as two targets.

A randomly chosen (post-rosters) enemy will be assigned to push the wheelchair around, prioritizing the safety of the wheelchair-bound merc above all else. Once the minute is over, both mercs will return to their normal selves.

Ability is reflected to allied team. Aka clouds team. And the ability triggers another person on same allies team post rosters to push it.

That's a good point. But I also think that if a merc was immune to being targeted by abilities, then he should be immune to the second part of pushing around the wheelchair.

Personally I'd rule it as a multi-target ability, but the second target is contingent on the first resolving.
