1. Okay he started off the speech by talking about how he's not going to talk about politics, then right away proceeded to talk about politics. Most of the entire speech was him ranting about politics.

2. When he listed names of people in his administration who were former scouts he focused on Tom Price, his Health and Human Services Secretary. He threatened his job if Congress didn't vote to repeal Obamacare.
"By the way, are you going to get the votes?" Trump asked, looking at Price. "He better get them. He better get them. Oh, he better. Otherwise I'll say, 'Tom, you're fired.' I'll get somebody."

3. He got the crowd to boo a former President when he asked if he had ever attended. (Obama didn't attend, he did however record a video message for them.)

4. He told a story about how a rich friend lived his life after being successful. Sure whatever, he's trying to tell them a lesson to be learned. But then he awkwardly spent a moment on one detail of the story.
Sold his company for a tremendous amount of money," Trump said. "And he went out and bought a big yacht, and he had a very interesting life. I won't go any more than that, because you're Boy Scouts, so I'm not going to tell you what he did. Should I tell you? Should I tell you? You're Boy Scouts, but you know life. You know life."

Yacht sex orgies, that's what he's alluding to. Apparently it was a well known party boat for celebrities and rich folk. In the video he looks desperate to say what it is but knows he'll get in trouble.

5. He then talked about November 8th and gave a ranting analysis about how he won the electoral college, sort of going state by state.

In summary: He used an invitation by a nonpartisan organization like the Boy Scouts, not to talk about them but to attack political rivals and boast about himself. He treated the event like a campaign rally to feed off the adulation of the crowd.

And the organization had to issue an apology for the President's speech.

I just read it and was going to make a topic, but I found yours.

It's sort of insane. You can clearly see which parts someone wrote for him because it's actually talking about the Boy Scouts and how being a Scout makes you a good American and all that jazz. And then there are multiple times where he clearly goes off-script and rambles about bullshit.
