i have like 3 masks. i tried doing a side quest by stalking some girl in a hotel then i found out some big ass fat dude is staying at the hotel but i can't seem to progress any further on that sidequest i dont even know what im doing

Get the bomber notebook. Keeps track of quests and NPCs and stuff that happens each day.

Then generally just pay attention to what they're telling you. The temples aren't hard to find. Literally in the 4 cardinal directions, just do some stuff in the town's, usually get a new mask, and then boom

I have the notebook. But the quests give really vague hints and i dunno what im even lmao

Am i focusing too much on the quests? should i go venture outside the town

Yes. Doing dungeons and stuff will get you stuff to help with town quests.
