Definitely their manner of dress. I don't mean wearing super expensive clothes. More like they know how to put thrings together and look well-kempt.

My idea of being "cultured" or "well bred" is being aware of basic etiquette or common courtesy. It could be as simple as holding a door open for others, covering your mouth when you sneeze/cough, saying, "hello", "thank you" or "please", knowing when certain attires are proper or not or dressing for the occasion.

Being captain of the rowing team at your expensive boarding school.

I don't readily associate clothing with culture -- within reason, mind you -- but it's more the matter of word choice, eloquence, etiquette, general education giving a broad knowledge, being well-read, having an active interest in the arts, etc. Cultured people talk more slowly, choosing their words more deliberately.

By contrast, I associate class with clothing, grooming, and other superficial qualities (albeit also including etiquette).

Pretty sure cultured is supposed to mean more than just basic etiquette. Decent is what someone who has common courtesy is. A cultured person should be well learned in various subjects aside from their country of origin. Barring that they should be well versed in pop culture of their own country. Overall, cultured to me just means well learned and exposed to diverse experiences. Not something as basic as being nice. Anyone can be nice/considerate.

tbh, the idea of the general education is based on the idea of culture: Learning across a wide variety of fields to enrich understanding.

Touche. I was probably thinking of "well bred" too much. I'll agree being aware of other cultures including one own is being well cultured. Far too many seem ignorant of other cultures and look down on them instead of coming to an understanding that it is simply another culture and of course certain aspects might look odd.

Well... Good breeding is naturally selective and royalty marrying other royalty is a natural step. And bear in mind that it's not the conventional kind of inbreeding people think of, like a Jaime/Cersei thing

I think it's far easier to be uncultured/redneck than it is to be cultured and refined

Also a lot easier to tell who is redneck from who is really refined

That is the first I've ever heard anyone associate being cultured with pop culture like that. Usually it seems knowing less about pop culture makes one more cultured.

Those who are completely pop culture ignorant tend to bend over to smell their own farts.

Those who are too well versed in pop culture tend to be the types to put their face up to other people's butts (including domestic dogs and cats) to smell their farts too.

The problem with that is that "redneck" is just one form of being uncultured, which makes connecting the two awkward at best. And keep in mind that many of the least cultured people are inner-city dwellers.

NYC is packed with people of little to no culture despite offering a tremendous amount of culture. In fact, the city has countless residents who have never visited one of NYC's fine museums -- particularly art museums -- let alone seen a play.

Not true in the least. A person who has never sat through an episode of Real Housewives or the Jersey Shore is far more likely to be cultured than somebody who has caught even a few episodes. To be blunt, most pop culture is crap in addition to being completely tangential. Cultured society has traditionally looked down on such vulgar pursuits.

Being pop cultured shouldn't be confused for being cultured.

There's a pretty big difference between "I've never seen Real Housewives" and "Real House... wi... ifes?" Was that what you called it? I've never heard of this "Real House... wifes" before." There are some people who brag about how ignorant they are of pop culture.

And they have every right to brag about an ignorance in that particular area. Personally, I only know of the show because I was watching too much tv at the time and saw an ad for it. In reality, I imagine most people are generally ignorant towards many things on tv including longer-running things.
