what exactly do people want to happen before we attack them if the other countries we worry about (China and Russia) give us the all-clear?

Pretty much. No one is for preempting tragedy because everyone needs a catalyst to drive them to action.

Why would NK try to attack the US? They want nukes to gain power on the world stage... that seems pretty obvious
