Crap

Not sure what happened here. With or without the new GPU plugged in, it just won't power on. The little power icon on the motherboard lights up, but when I press the power button, nothing happens.

Try removing the videocard from mobo as well and booting.
GPU can draw power from mobo.

New GPU out... Nothing. What would an on board power button look like? Is it that button with the power icon lit on it or something else? That button I mentioned doesn't do anything.

check the gpu for any damage. My old one died after a few years and the same thing would happen. If you still have the other one put it back in to verify it's the gpu

Even if it was damaged, it doesn't explain why it won't turn on without the gpu. My guess is something got fucked on MB or the PSU is fucked.

Don't dual cards need to be same generation? Drivers could be getting confused, but I doubt that would cause a problem before bios boot even.

If your CPU fan isn't spinning your CPU fan and/or your MB is fucked.

But here is what I would do in this situation.

Take out both GPUs and start it. If you still get nothing on screen or zero beeps it's gotta be the mb or psu, and I can't say which without testing the voltage.

If the onboard gpu works. Start plugging the other GPUs in and it could just come down to disabling the onboard GPU in the BIOS.

Make sure you plugged in all cables from the psu that you removed.

Is your mobo making beeping sounds? Remove and insert your ram.

the first thing to start fan spinning should be the PSU.

Some motherboards only have the CPU fan spin when the CPU actually starts getting warm, some kind of energy-saver-quiet mode thing.

Try to boot it up with no graphics card at all and see what happens.

Not really. Like I said, I had the same problem when my gpu went bad. Figured it had to be mobo or cpu, but eventually found out it was the gpu. Bought a new one and no issues since.

I don't understand hardware enough to know why it acted that way, I assume that the gpu was asking for too much power/voltage and the mobo said nope to protect itself

It's not making any sound at all

Is that because there's no speaker installed on the motherboard or what? Does the motherboard have no lights that usually flash during POST? If these things normally happen and aren't, that would probably indicate a problem with the PSU or motherboard.

pull out literally everything except the cpu and PSU. EVERYTHING including any storage and memory.

you should get to a screen that says "you have no ram, you dumbass" (roughly paraphrased)

If you can't get that, then either the motherboard, CPU, or PSU is fried somehow.

Reset BIOS/change battery.
-Update if you have another card that does work or you can do it headless or you have a recovery mode.
Check that total load is under what your PSU can handle/disconnect all devices besides mobo and VGA.
Test VGA in another PC if available.
Perform an exorcism.
RTFM.
Take into a repair shop that knows what they're doing.
