19 had the energy absorbing ability the others didn't. I think its implied 19 could absorb more power than 16-18 "infinite stores" (logically this makes no sense). Best I can offer.

I assume the numbers don't have anything to do with strength. Gero just fucked up and couldn't get them to obey him. And for whatever reason Gero decided he wanted to be an energy absorbing android

The only explanation I can come up with is that 17 and 18 were too strong and reckless to ever fully be under Gero's control so after he deactivated them he purposefully made 19 weaker just so he couldn't be usurped again. No clue about 16 though.

19 was designed around absorbing energy.
Gero's best creation was the pure Android. When he wanted to get innovative, he kept fucking up. Hence why his models declined in power after 16. --- A show of kindness may not do much help, but a show of cruelty may do much harm. ... Copied to Clipboard!

17 and 18 were harder to control noted by Gero himself and the fact that they killed his ass in every timeline and said "fuck destiny" and went off script...19 was not even slightly based on a human mind and had the limitations of basically a robot but was loyal. Look at all of the more powerful androids, they all had free will and didn't really care for taking orders nor fucking with Goku to a certain extent. Cell was fucked up by saiyan pride and frieza's obnoxious DNA and just wanted his ass licked and the satisfaction of lording over every other person in the galaxy.
