All Cell Phone ban: No state bans all cell phone use for all drivers, but 38 states and D.C. ban all cell phone use by novice or teen drivers, and 21 states and D.C. prohibit any cell phone use for school bus drivers.

So, I'm assuming you have never driven a car or have no friends. Also... what is a tough merge? All merges are easy, use your fucking mirrors.

probably agenda based just to keep people away from their phones in general, you'd have to be mentally stunted to not know how to focus on driving rather than a conversation
