That wouldn't have helped the police don't have L's name. The real question is why didn't he use the note to compel someone to murder L? The note can clearly cause collateral damage in several scenes so there was no reason not to try.

He was an orphan trained to be the greatest detective or whatever Whammy house was. His existence was intentionally destroyed when he was taken in.
