Tell him to put a complaint into Valve customer support.

Dude, just go load the character, unequip all the items and then send him the character file.
Or even better! If he also had a world, do the thing with the character but also use the Drill Containment Unit to destroy everything then send him both files!!! Load that world up into multiplayer and I'll use my own Drill Containment Unit to help you out!!! If you send them the file then they'll be happy about getting their stuff back, only to realize everything is gone and destroyed!!!
