15 characters or however many Hyrule Warriors launched with was fine since there just aren't a massive amount of viable characters in Zelda to begin with.

Fates and Awakening have 130 playable characters between them (let alone viable enemy characters!), only 18 playable in this game is way less enticing

I mean that's all Musou games though

One Piece has hundreds of characters yet Pirate Warriors 1 only had 13 playable characters (Straw Hats + Ace, Whitebeard, Jinbei and Hancock)

By the time they hit Pirate Warriors 3 though they had bumped that number up to 37.

Tiki isn't on the poster but there is a Fire Emblem Warriors Tiki Amiibo. It seems strange they would make a Tiki Amiibo when she isn't playable so that may mean there are more characters than are on the poster. Also that deck of character cards has 25 cards. It may contain cards for major NPCs but do these games typically have a lot of major NPCs? I think in the demos they showed all the named opponents were also playable characters.
