I remember they reprinted them and they had a big 2 with a pokeball in the middle where the first edition stamp would go

Note that it doesn't have the original Blastoise like you mentioned. Doesn't look like that got any kind of recent reprint.

Yeah, XY Evolutions reprinted some of the base set, but not all of it. Honestly, the novelty wore off once I got a few packs. The artwork is nostalgic, but fugly. Much preferred the Generations set.
